Jigcar webhooks (1.0.0)

Outbound webhooks for vehicle movement lifecycle events, plus the endpoint for reconciling against them.

Every request is signed. Verify svix-signature against the RAW request body before parsing it, and deduplicate on the envelope's eventId. Delivery is at-least-once.
